Jan 5, 2013: Victims, social workers need to understand Domestic Violence Act

GUWAHATI: A proper understanding of the Domestic Violence Act from a gender perspective is an extremely important tool for workers of various agencies under the government's social and welfare department participating in anti-violence training programmes, social groups' representatives said. 

In a talk with TOI, counselors dealing with victims of domestic abuse said the provisions of the act need to be explained to the victims, as their understanding is "extremely important". 

"We look at various aspects of domestic and sexual violence, the impact of conflict on women and the discrimination they suffer. Understanding the Domestic Violence Act from a grassroots level is necessary for the victim(s). Documentation of the cases of abuse also serves as an important factor. For the victim to utilize the legal processes is a useful tool in her fight (for justice)," said Sheetal Sharma, the programme associate of Northeast Network, a women's organization. 

"We are a non-service delivery organization. We work with various service providers like NGOs functioning under the social welfare department," she said, adding, "The need during the training programme is to understand the act from the gender perspective to remove stereotypes." 

Most service providers and protection officers do not have required resources. "There is too much burden on the officers and the people concerned are not able to render their duties effectively. We conduct a study on the proper implementation of the act and see what gaps exist and what could be done for a better anti-violence training programme," Sharma pointed out. 

A victim of domestic violence goes through a turbulent time, even after she reports her ordeal. An understanding of the act will help her overcome the mental crisis, Sharma pointed out. 

Prohibit, a city-based NGO, conducts awareness campaigns focusing on the act. "I have seen that with a proper knowledge and understanding of the act, victims can fight against their perpetrators. Anti-violence programmes incorporating the understanding of the act is very effective," said Akashitora, the secretary of Prohibit.
