Sep 6, 2012: Railway cop, friend rape 20-year-old in New Delhi station room

, TNN | Sep 6, 2012, 12.48AM IST
NEW DELHI: A railway special force constable, along with an accomplice, allegedly gang-raped a 20-year-old woman passenger on Tuesday night near the VIP waiting room of the New Delhi Railway Station, which is in line to be declared a 'world-class' station.

The constable, Pintu Singh, 24, and his friend Hawan Pratap Singh, 21, have been arrested and an FIR registered . According to the police, the victim had arrived at the station with her younger sister late on Tuesday night. Since it was very late, the two decided to wait for the morning before heading to their home in Vishnu Garden.

"After the younger sister had volunteered to look around for a locker room, the two accused convinced the victim to come with them to a second-floor waiting room in the VIP arena of the station, near the international tourist information office. They took her to room 201 and raped her there,'' said a GRP official.

Cop suspended after test confirmed rape

Cops are checking claims that the woman was known to Hawan, a resident of Tilak Nagar. Pintu Singh, posted with the 8th Railway Protection Special Force battalion in Delhi, has been suspended.

"We arrested the RPSF constable on Wednesday morning after the medical test of the victim confirmed rape. Investigations are on," said DCP (crime and railways) Sanjay Jain.

Sources said there was some delay in the arrests because the victim's statement initially appeared a bit contradictory.

Railway officials said that they have decided to take prompt action to send a stern message to the forces.

"We have come to know that there was also a financial dispute between the woman and the two men over a sum of Rs 7 lakh. However, until proven guilty, we have suspended the constable. We are in talks with RPF, RPSF and GRP on how to make the station complex safer,'' said a Northern Railway spokesperson.

Cops said they would examine CCTV footage in the railway station to gather information on the sequence of events.

Sep 4, 2012: Doctor attacked for protesting lewd remarks at neighbour's daughter, dies

TNN | Sep 4, 2012, 03.30AM IST
BARASAT: A 62-year-old homoeopath, who was beaten up by a couple of drunken eve-teasers, died after a cardiac arrest in Barasat Kamdambagachi on Monday afternoon. One of the accused was later arrested from his hideout.
Bikash Bondhu Mullick was attending to his patients in his chamber when the two youths - Sheikh Jamaluddin and Sirajul Islam - started a drunken brawl outside his chamber. Mullick went out as the commotion grew louder.
He found the duo passing lewd comments at the teenage daughter of his neighbour. Though the girl was inside her house, Mullick protested against the duo's indecent behaviour. When they refused to pay heed, Mullick started shouting at them.
Jamaluddin then allegedly caught Mullick by a hand and started pulling him towards the road with Sirajul hurling a string of abuses at him. As the heated argument continued, the duo allegedly pushed Mullick, who fell over a tree trunk. Writhing in pain, he caught hold of his chest and fell unconscious. Sensing trouble, the duo fled at once.
Only then did Mullick's family members and other local residents muster the courage to come out. They took him to Barasat district hospital at once, but Mullick was declared dead. Mullick was known for his benevolent activities in the area and was popular for his good behaviour.
As the news of the death spread, a mob launched an agitation alleging police inaction against criminals in the area. They also claimed that police had refused to dismantle some temporarily constructed sheds inside a local park (Kola Bagan), which, they alleged, was a popular hunting ground for the goons. The locals burnt down the sheds and a ramshackle building where anti-socials gathered every night. Some hooch dens in the area were also destroyed.
"Seven to eight youths drink alcohol in the open every night. They tease young girls. No one can dare walk by the park. Drunken brawls are rampant. Despite repeated appeals, the police took no step," alleged Asim De, a local resident.
"My father had protested against the anti-socials several times. He was repeatedly threatened with dire consequences. He had recently undergone a bypass surgery. When they pushed him, he suffered a cardiac arrest and died on the spot," sobbed daughter Malati Mullick.
Within two hours of the incident, police swung into action and arrested Jamaluddin from a hideout at Purba Icchapur in Kadamba Gachi.
"We have already arrested one of the accused. Raids are being conducted to nab the others. A police picket has been posted in the area to avoid further violence. We are trying to find the other accused. The arrested will be produced in court on Tuesday," said a senior police official.

Sep 3, 2012: Carpool driver held for molesting five-year-old

TNN | Sep 3, 2012, 01.28AM IST
KOLKATA: A 40-year-old carpool driver was arrested on Sunday for allegedly molesting a 5-year-old girl inside the vehicle parked on the premises of a school on Sodepur-Barasat Road near Ghola.

The accused driver, Kumaresh Kar alias Kena, allegedly molested a KG-I student in front of another kid, who was threatened with dire consequences when she tried to resist him.

This comes close on the heels of another carpool driver getting caught red-handed while trying to rape an eight-year-old girl inside the vehicle, in front of other kids, after parking it inside a posh housing complex in Sodepur on August 27.

On Thursday afternoon, when the KG-I girl — a resident of Chandigarh in Madhyamgram — boarded the Tata Sumo, along with one of her classmates after the school, the driver was taking rest on the back seat as more students were supposed to come. "When she sat on the rear seat, the driver took the girl on his lap and molested her," alleged the victim's mother in her complaint.

She also alleged that unable to bear the torture, her daughter started screaming when her classmate tried to resist Kumaresh. But the driver allegedly threatened the other girl with dire consequences and kept molesting the victim for over 15 minutes till the other students came.

According to the mother, she came to know about this on Friday morning when her daughter refused to go to the school in the car. "My daughter was traumatized since Friday morning. When I asked her the reason behind this, she started crying and narrated her plight," the girl's mother said. She also alleged that the driver had earlier also molested the girl several times inside the vehicle and threatened her with dire consequences if she told it to anyone.

After receiving the complaint, police arrested the accused from his Madhyamgram residence. "The driver was arrested on the basis of a complaint lodged by the girl's mother. He will be produced before the Barrackpore court on Monday," said Biswajit Ghosh, additional deputy commissioner of police, Barrackpore.

Sep 3, 2012: Man gets 7 years jail term for kidnapping, raping niece

PTI | Sep 3, 2012, 05.47PM IST
NEW DELHI: A man has been sentenced by a Delhi court to seven years in jail for kidnappinghis 16-year-old niece and raping her after administering sedatives to her.

Additional Sessions Judge Vijay Kumar Dahiya convicted 57-year-old Haryana native Mahesh Goel for raping his neice saying a "sexual violence degrades and humiliates" the victim and subjects her to a "traumatic experience".

"Sexual violence degrades and humiliates the victim and it leaves behind a traumatic experience. A rapist not only causes physical injuries but leaves an indelible scar..

"Rape is not only a crime against the person of a woman, it is a crime against the entire society," the court said, while also imposing a fine of Rs 12,000 on Goel. The accused was arrested by police in December 2010 on complaint of the victim's mother that her sister's husband Goel had kidnapped her minor daughter on the pretext of curing her from the influence of supernatural forces.

The prosecution said the accused after kidnapping the girl, took her to his village and raped her there after giving her sedative-laced food. It said Goel kept the girl with him for 20 days and raped her repeatedly.

Terming the statements of the victim and other witnesses as "truthful and trustworthy," the court held Goel guilty of kidnapping and raping the minor girl.

"It is evident that the convict treated the prosecutrix only as an object to fulfil his sexual desire.

"The offence committed by the convict is grave, heinous and utterly abominable, therefore, he does not deserves any leniency," the judge said.

Sep 1, 2012: Govt plans life term for dowry death convicts

, TNN | Sep 1, 2012, 03.39AM IST
NEW DELHI: The women and child development (WCD) ministry is seeking life term for those convicted in dowry death cases.

WCD minister Krishna Tirath on Friday said, "I will write to the law ministry to enhance punishment for those convicted in dowry death cases to life imprisonment." She also proposed separate fast-track courts for disposal of cases involving women.

In 2011, 8,618 dowry death cases were reported across the country. The ministry is pushing for an all-India cadre of protection officers for women. "We are seeking the Planning Commission's concurrence in this," Tirath said. The Centre would bear 75% expenses, and the rest (25%) will be borne by state governments.

The ministry also plans to make dowry laws more stringent by amending the existing law. It proposed to make listing of wedding gifts compulsory for the bride and the groom. "The list should be submitted in a sealed cover to the dowry prohibition officer. It will be strictly confidential," said Tirath. The list will be submitted in court if required.

On Thursday, she met women MPs to discuss amendments to the Dowry Prohibition Act, 1961. The MPs suggested that if a bride dies, her wedding gifts should go to her parents or children. In case, she does not have parents or children, the gifts would become state property.

The ministry also proposes to be more lenient to those who give dowry. Now, those who give dowry and those who accept it face five years in jail. Amendments propose to reduce jail term for dowry givers to one year. Those who accept dowry would, however, be punished with a minimum of five-seven years in jail, said Tirath. The proposal was supported by MPs, including Samajwadi Party's Jaya Bachchan and Akali Dal's Harsimrat Kaur.

There will also be provisions to enable women to lodge complaint at a police station near her residence where she is staying after leaving her marital home.

During the consultation also proposed registration of all marriages, especially those involving NRIs, and putting them up on a website. "We want the families to inform the government about weddings with NRIs," said Tirath.

Drawing flak for delay in amendments to dowry laws, Tirath hoped it would be ready in six months. The Protection of Women against Sexual Harassment at Workplace Bill is likely to come up in Parliament on Monday.
