Sep 30, 2012: Female feticide: Doctor nabbed in sting operation

PTI | Sep 30, 2012, 08.45PM IST
BEED: A government medical officer was caught red-handed while allegedly conducting abortion at his private hospital in Kaij tehsil of Beed district during a sting operation conducted by health officials and police today.

The doctor was arrested, police said. Kaij sub-district hospital medical superintendent Dr Ashok Thorat told PTI that a woman came in Kaij sub-district hospital, who wanted an abortion of her over four-month old female foetus.

Thorat said he told the woman to go to a hospital in Ambajogai for termination of pregnancy, but she said that she will go to the Akshata hospital, run by Kaij sub-district hospital's medical officer Dr Chandrakant Lamture in Shikshak colony area of Kaij, for the abortion.

The medical superintendent then sent a team of health and police officials after the woman to keep a watch on her movements and conduct a sting operation.

Lamture, who was not authorised to conduct medical termination of pregnancy, was caught red-handed, Thorat said.

Kaij police sub-inspector Haribhau Rathod said after the sting operation they seized some equipment from Lamture's hospital, used for abortion.

The foetus was seized from the hospital and sent for autopsy, Rathod said.

A case has been registered against the doctor under sections 312 (causing miscarriage), 316 (causing death of unborn child), 317 and 511 of IPC and under sections 3, 4 and 5 of Medical Termination of Pregnancies (MTP) Act, he said.

The woman, who already has a son and a daughter, has been admitted to Kaij sub-district hospital, police added.

Sept 30, 2012: Jeans-clad women banned from Madhya Pradesh Jain temples

HT Correspondent, Hindustan Times
Bhopal: Jain community leaders in Guna district of northern Madhya Pradesh have decided not to allow women wearing “western” attire, especially jeans and top, from entering temples.

The dress code diktat for Jain temples in the district also extends to T-shirts. Cleric Aryika Gurumati Mata said women should be dressed decently while coming to temples.
She added that women not wear make-up, particularly lipstick, when coming to pray at temples.
The community’s leaders have decided to abide by the decision taken by religious heads. A Jain community spokesperson said boards would soon be put up at all the temples warning girls wearing jeans, tops and T-shirts against entering the premises. “If parents still send their children to temples in such dresses, action will be taken.”
The spokesperson did not specify what action the violators would face.

Namita Bhandare, Hindustan Times |September 29, 2012
New Delhi
This we know: On September 9, a 16-year-old Dalit schoolgirl in Dabra village, Hisar was kidnapped, raped and photographed allegedly by a group of upper caste Jat boys. This we know: The girl complains to her father. The photographs are circulated in the village. The father tries to lodge a complaint, fails, and kills himself nine days after his daughter was raped.
This we know: It takes media outrage, street processions and the threat of job suspensions by the National Commission for the Scheduled Castes before the Haryana police arrest nine of the 12 accused (one is the nephew of the INLD district chief and three are said to have links to the Congress). But even before interrogation can begin, comes news of a copycat rape: another Dalit woman, also gangraped, also filmed, also in Haryana, only this time in Jind district.
The silence in Hisar has an echo in Jind. At the time of writing, the National Commission for Women is yet to rouse itself. Leave alone a visit to Hisar, it has not even bothered with a statement laced with the mandatory clichés of outrage, shock etc.
But more than predictable statements, perhaps the time has come to change the rhetoric of rape. Rape, like murder, is a terrible, heinous crime. But that is just what it is, a crime. Take away the attendant accessories of ‘honour’, ‘humiliation’ and ‘fate worse than death’ and you take away the sting; the motivation behind the continuing rape of vulnerable women.
When Dalit women are targeted for rape by upper caste men, the message is clear: Terrorise an entire community. When the rape of a woman is tied in with a man’s honour (because she is his property), then the motive is not sexual desire — in rape it almost never is — but a desire to subdue those who you believe are beneath you. “There is a lot of tension in villages where Dalits are moving ahead in terms of education and employment,” says Asha Kowtal of the All India Dalit Mahila Adhikar Manch. “You have to see the rape of this girl in the context of caste tensions in the state.”
In a culture where a woman’s honour is tied to notions of her sexual ‘purity’, rape as a weapon will continue to be used to punish her or her brothers, her father, her husband, her community. It is this culture that leads to women agreeing to marrying their rapists or committing suicide after being cast out by their families. It is this culture that led the father of the 16-year-old in Hisar to kill himself. It is this culture that leads young men with a sense of entitlement to believe they can rape and they can photograph but they will not be caught because the women they rape will be too ‘ashamed’ to complain.
These are attitudes that find resonance in the police. A sting operation by Tehelka earlier this year interviewed one officer who said no self-respecting woman would report a rape out of a sense of shame. Those who did were extortionists, he said.
The media’s subtext in reporting sexual assault is not above reproach. Even the most well-intentioned reports swing between voyeurism and syrupy sentimentality. There is an inordinate focus on urban rapes, while those in the hinterland get a cursory paragraph — if at all. Guidelines that rape survivors should not be named subscribe to the notion of stigma. A woman raped is a woman shamed, hence her identity must be protected. Photographs of course are out of the question. But accompanying visuals of helpless women huddled in fear perpetuate the stereotype of how we as a society believe survivors of rape should behave. Even the nomenclature is misplaced: a person who is raped is not a victim. She is a survivor.
Women who have been raped want justice more than sympathy. They want their rapists to be shamed, not have to bear the burden of stigma on themselves. They want rape to be treated as it is: an awful crime. A crime minus the added sting of honour.

Sep 29, 2012: Woman booked for trying to dispose female foetus

, TNN | Sep 29, 2012, 03.58AM IST
NOIDA: In a case of suspected illegal abortion, the Gautam Budh Nagar district hospital has lodged a complaint with the Noida police against a woman for allegedly trying to dispose off a five-month-old female foetus. The woman was apprehended by the chief medical superintendent of the hospital on Friday afternoon when she was about to throw the foetus, which was wrapped in an old newspaper, into the dustbin. Hospital authorities suspect that diagnostic centres around the hospital are conducting unauthorized pre-natal sex determination tests as several women have come to the hospital for abortions in the recent past.

The incident occurred around 2.15pm when the medical superintendent, Dr Ashok Mishra, was leaving the hospital after his day's work along with his wife, Dr Meena Mishra. "We suddenly spotted a woman hurrying towards the exit gate. She was carrying a newspaper-wrapped parcel. My wife questioned the woman, Reshma and found the packet stained with blood. Reshma said she was carrying soiled clothes and was going to dispose them," Mishra said.

The CMS added that they found out that her sister-in-law, Saba, was admitted in the hospital's labour room. When they examined the packet they found that it contained a dead female foetus.

Meena Mishra, a gynaecologist at the district hospital, said Saba had consulted her two days ago and requested for an abortion. "I refused as the foetus was 5 months old. When I confronted Saba again when I took Reshma to the labour room and examined her, the foetus was no longer in Saba's womb," Dr Mishra said.

TNN | Sep 29, 2012, 02.33AM IST
JAIPUR: A two-day-old girl child, found abandoned behind Kanodia Girls' College on Wednesday, once again brought to fore rampant discrimination against girl children in the state.

It is the third such case in the last few months. In July, an infant girl was dumped in Zanana hospital while another was abandoned near Jagatpura railway station.

Some passersby informed the police around 4pm on Wednesday saying they heard the cries of an infant. The girl is now undergoing treatment at JK Lon hospital. The doctors claimed that she was out of danger.

After getting information, the police rushed to the Kishore Pareek Marg behind Kanodia Girls' College where the girl was found ling in a bag, which also contained some clothes. According to the police, the girl seemed to be from some well-to-do family. The police registered an FIR against unidentified persons and are investigating the matter. Incharge of Gandhi Nagar police station Rajesh Malik said: "We will check records of all the nearby hospitals to find clues about persons involved in the crime."

The police handed over the baby to Shishu Palna Grah, from where the officials took her to JK Lon hospital.

JK Lon hospital superintendent Dr SD Sharma said, "The girl weighed 2.7kg and she was brought to the hospital around 5.45pm two days ago. She is healthy and but we will keep her in observation for one or two days."

Sep 29, 2012: Another gang rape in Haryana

, TNN | Sep 29, 2012, 06.28AM IST
SONIPAT: In yet another blot on Haryana's image, a class XI student was gangraped by four youths in a busy market area at Gohana in Sonipat district on Thursday. Two of them —Kali and Harish — have been arrested.
According to police, the girl, a student of a private school, was raped in the godown of a shop on Thursday afternoon but her uncle filed the complaint only on Friday.
According to the complaint, the girl had gone to the shop, just 100 metres away from her house, to buy grocery when the shop owner Kali told her to go to the nearby godown to pick up certain items.
Three youths were waiting in the godown while Kali followed her there. Once she entered the godown, the four youths closed the door from inside and took turns to rape her. The youths also threatened her of dire consequences if she revealed the trauma she had undergone to anybody.
When the girl, who lost her father a few years ago, returned home, her mother, who is a housewife, asked her why she was so late. She started weeping and revealed the incident. The family did not report the matter to the police on Thursday. The next day, they decided to approach the cops and named Kali, Harish, Santy and Deepak in the complaint.
DSP Gohana Yashpal Singh confirmed the incident. SHO Rajiv Singh said the police have registered a case and started investigations. He said all the four accused are residents of the market area.
"The accused are in their early 20s and have been working at the grocery shop. They are all local residents and seem to be known to the victim," he said, adding that the police have launched a manhunt.
SSP Sonipat Arun Singh did not respond to calls. This is the third gang rape in Haryana in 20 days, triggering a wave of protests in the state demanding action against the culprits.
On September 9, a dalit girl was gang-raped by eight youths near Dabra village in Hisar district and four others had filmed the act. Three accused in the case are still at large.
In Jind district, a 30-year-old woman was gang-raped by three youths at her house at Pillu Khera on September 21. The main accused in the case is still absconding.

NEW DELHI: A 16-year-old girl was abducted, drugged, gang-raped and filmed in the nude by two men in Mayur Vihar. One of the accused is her friend's brother, cops said. The incident occurred on August 14 when one of the accused, Vivek, met the Class X student of an east Delhi school at a local market and asked her to come home with him as his sister wanted to meet her.

Vivek and Raja raped her one by one and filmed the whole act with a cellphone camera. When she regained consciousness, the two men threatened to leak the video if she spilled the beans about the act. She shot back, threatening that her family will not spare them. The accused, to look serious about their threat, MMSed the clip to some of their friends. The girl, fearing that the truth would hurt her family's honor, kept quiet.

But on Wednesday, her father learnt about the MMS, which was circulated by the accused and their friends. The man reported the matter to the police after which a case was lodged. Cops were looking for the duo at the time of filing of this report.

A case has been registered, but the accused are still at large.

Sep 27, 2012: Now, 30-yr-old's gangrape in Jind rocks Haryana

, TNN | Sep 27, 2012, 05.24AM IST
PILLU KHERA (JIND): Haryana is rapidly climbing up the gender crime graph in India. A week after the rape of a dalit schoolgirl rocked Hisar, another case of gangrape came to light on Wednesday — that of a 30-year-old mother of a six-year-old girl. Not only was the woman assaulted but the rapists filmed the act too. Police said the crime was committed at her home in a railway colony on September 21.

Cops have arrested two men but the main suspect is still at large. In the earlier case of gangrape of a 16-year-old girl in Hisar's Dabra village, after which the victim's father committed suicide, the main accused are yet to be nabbed. The Jind rape caught media attention on Wednesday after a few villagers protested against police inaction and approached the SSP.

According to police, the woman in Jind, originally a resident of Dharoli village, was gang-raped around noon when she was alone at her house. Her daughter returned from school and found the house bolted from inside and heard her mother cry. She peeped inside and saw her mother surrounded by the three men. Neighbours were alerted when the girl started screaming for help but the assailants escaped. The neighbours simply went back and didn't call the cops.

Pillu Khera police said the victim came to the station that evening accompanied by her husband, a mason and gave a statement, naming two of the three youths as sons of Azad Singh, an upper caste man, and Mahavir Singh, a dalit from Dharoli. Head constable Mahender Singh said a case was registered under Section 376 (rape) of IPC and a manhunt has been launched.

Jind SSP Saurabh Singh said one of the accused Suraj Kumar, son of Mahavir Singh and Sandeep's father Azad Singh were arrested on Wednesday. Azad has been accused of sheltering his son, who is absconding.

Regarding the MMS clip made by the accused, the SSP said, "As of now, the police do not have any material evidence. Still, we are invest-igating and if we get any proof, we will slap charges." He said the victim's family has also sought police protection on Wednesday.

Seven more arrested for Hisar gangrape

Meanwhile, Haryana police on Wednesday arrested seven people in connection with a 16-year-old dalit girl's gangrape in Hisar district's Dabra village on September 9. But the main accused, Mahender, who is said to wield political clout in the region, remains on the run.

Police said the seven were arrested from Almora of Uttarakhand. "Nine accused in the case have been arrested now. Two of them were nabbed two days back. Rest of the accused will be arrested soon," said DGP Ranjiv Singh Dalal. He said that the Hisar superintendent of police had been directed to approach the district and sessions judge with a request to set up a fast track court to hear the case.

Sep 27, 2012: Students to help curb crime against women

TNN | Sep 27, 2012, 03.12AM IST
CHANDIGARH: Having failed to curb crime against women on all the fronts, now Chandigarh Police are planning to take the help of college students and authorities.

When asked about police plan to deal with the increasing crime against women, SP Deshraj Singh said, "We are moving from college to college in city to seek the support of the students and authorities and motivate them to give complaints to the police. In most of the criminal cases, girls hesitate to give complaints and it becomes difficult for police to act firmly." While Singh failed to reveal any comprehensive plan to deal with criminals, he said, "Once the interaction with the college students and authorities is over, a comprehensive plan will be made."

On why police failed to curb crime against women, including kidnapping, eve-teasing, among others, he said,"Earlier too we were making efforts to make the city safe for women, but now the situation has turned alarming so extra efforts are being made to curb crime against women."

In past few days, city witnessed various incidents of crime against women where the dilly-delaying attitude of the cops was exposed.

Sep 25, 2012: College girl gang-raped in Pune

IANS | Sep 25, 2012, 04.59PM IST

Purusharth Aradhak, TNN | Sep 25, 2012, 01.10AM IST
GHAZIABAD: A man strangled his wife to death and then committed suicide by hanging himself from a ceiling fan in Loni area in Ghaziabad. Police said prima facie it seems to be a case of property dispute. A suicide note has been recovered from the scene in which the man has held his in-laws responsible for taking the extreme step.
Police said the matter came to notice when the couple did not open the doors of their room in Anjali Vihar colony. Family members entered the room through the window and were shocked to find the couple dead. The deceased have been identified as Shamsher and Gulshama. Loni police station in-charge, Brijmohan Yadav, said a case has been registered under Section 302 of IPC.
Shamsher lived with his father Mohammed Umar, a native of Baghpat, and brother Sarfaraz.
Umar said that on Sunday late night the couple went to their room on the first floor. The family got up on Monday morning at 7am. "I called Shamsher twice from the ground floor but he did not respond. Then I went to the first floor and knocked, but no response was received. I then climbed in through the window and found Gulshama's body on the bed while Shamsher's was hanging from the ceiling fan," said Umar.
Shamsher got married to Gulshama on November 10, 2011. "Later, I fixed Sarfaraz's marriage to a girl whose family lives in Jheel Khureji in Delhi. However, Gulshama's father Hakimuddin did not see eye to eye with Sarfaraz's father-in-law due to some dispute and used to intervene in personal issues," Umar said.
"Hakimuddin wanted the entire property to be given to his daughter," Umar further alleged. Refuting this allegation, Hakimuddin said, "Shamsher's family is levelling baseless allegations and instead used to demand dowry from me."
