JAIPUR: A newborn girl was Monday found abandoned at a burial ground in Rajasthan's Pali district, police said.

A passerby noticed the infant lying in the bushes at the burial ground in Pali town, some 300 km from here, and informed the police. The girl was immediately rushed to a hospital where she was "out of danger", they said.

"The girl, who seems to be one-day old, was naked and had some injury marks on her body," a police official told IANS.

She was under observation at the hospital, the official added.

"We have launched an investigation and registered a case against unidentified person," he said.

Rajasthan has recently been in news for increasing cases of female foeticide and female infanticide. According to Census 2011, Rajasthan has 883 girls between the age of 0-6 for every 1,000 boys. The child sex ratio in 2001 was 909.

Alarmed by the state's skewed sex ratio, the state government recently announced steps to curb pre-natal sex determination tests at ultrasound clinics. The steps include increasing the number of health department inspection teams and equipping them with devices like hidden cameras and voice recorders.

Apr 30, 2012: Rape bid on 8-year-old in Ahmedabad, one arrested

TNN | Apr 30, 2012, 01.10AM IST
AHMEDABAD: An eight-year-old girl was saved in the nick of time on Saturday. She was in the clutches of a man who wanted to rape her. The girl could be rescued owing to some alert citizens of Juhapura.
The girl was abducted by a 24-year-old youth, Ghulam Mustafa Shaikh. According to Vejalpur police officials, Shaheen (name changed), a resident of Apnanagar in Juhapura had been to a nearby madrasa with her elder brother on Saturday morning. When she came out of the school during a break at 10.30 am, she was approached by Ghulam who pretended to know the girl's family and sought her help to pass on a book to the maulana of the madrasa. He then insisted that she accompanied him.
"Ghulam then took her to his residence nearby and locked the door. He tried to rape her but soon got afraid that he will be caught. He then tied her hands and legs and gagged her with a dupatta and then forced her in a crate used to carry milk. Ghulam later hired an autorickshaw to go to Sanklitnagar. He had planned to take the girl to terrace of a four-storey building and rape her," said J B Rana, inspector of Vejalpur police station.
However, when he reached the second floor, the residents saw the girl tied up in his lap and got suspicious. They started questioning about her identity when Shaikh took her back and hired an auto and reached near Apnanagar. He freed her and told her to go home but not to talk to anyone about what happened.
"Her parents were worried due to her disappearance and had also started search in the area near the madrasa. When she came back, she started crying and narrated the entire incident when the parents got alerted and informed police. We followed the girl and reached Shaikh's house and arrested him. In his questioning, we got to know that he had come from outside the state and was living with relatives in the area. As his relatives had been to a marriage in Mumbai, he found an opportunity and tried to rape the girl," said Rana. He said that Shaikh is being questioned to know whether he had tried to rape any girl earlier.

Apr 30, 2012: Minor allegedly raped at BSP MP's house in Uttar Pradesh

IANS | Apr 30, 2012, 05.19PM IST
LUCKNOW: A 16-year-old girl was allegedly raped at gun point by the caretaker of a house owned by the Bahujan Samaj Party's member of parliament from Lakhimpur Kheri, Uttar Pradesh Police officials said Monday.

According to the complaint by the girl's father, she was returning home Saturday night after attending a wedding ceremony when the accused, also a minor, forced her at gun point inside the house in the town's Shiv Colony and sexually assaulted her.

Police have filed the first information report (FIR) in the case and arrested the alleged attacker, whose name like the victim's cannot be disclosed under law. The girl's medical examination was being conducted, police said.

Bahujan Samaj Party MP Jugal Kishore has, however, denied the allegations.

Lakhimpur Kheri Superintendent of Police Rajendra Singh said since the rape accused, a Class 9 student, has been arrested, there was nothing much left in the case for the police to solve. He also claimed that both the boy and the girl had known each other and were in a relationship.

He said the parliamentarian was not connected to the incident.

The BSP leader said he did not know the boy. "Aap hi batayiye, kya 13 saal ka baccha hum ghar ki dekhbhaal ke liye rakhenge? (You tell me, will I keep a 13-year-old as a caretaker of my house?)," he asked.

Kishore accused "certain people" of hatching a "political conspiracy" to bring a bad name to him and his party. He said there was "no way" that the boy and the girl could be found in his house as it was locked.

His son, Saurabh Singh 'Sonu', said his father was being dragged into the controversy for no reasons. "We are being dragged into the whole issue for no reason...the alleged rapist and the victim have known each other for long," he added.

Apr 28, 2012: 8-year-old girl bought for Rs 6,000 from West Bengal rescued

Soumittra S Bose & Alka Panse, TNN | Apr 28, 2012, 01.23AM IST
NAGPUR: An eight-year-old girl allegedly bought from West Bengal for Rs 6,000 and employed asdomestic help by a couple at Nehru Nagar was rescued on Friday afternoon by team of Childline, an NGO, along with two constables fromGittikhadan police station

The matter is being probed by Gittikhadan police station. Cops said they were still talking to the victim and interrogating the couple and were yet to register an offence.

According to the Childline activist, the girl was bought by the couple Pradeep Banerjee and his wife last year when she was seven.

Banerjee told police that the girl's mother had passed away when she was six and hence her father wanted to give the girl in adoption.

Her father is a migrant labourer. Banerjee, 56, is a senior executive in a leading private company.

Since the girl can only speak Bengali, police and activists are not able to communicate properly with her. Childline activist said she seemed scared and shocked and not in condition to tell anything. She understands a bit of Hindi as she spoke a few words with a female constable.

"She needs some time to open up. We will be counselling the girl for two days and then record her statement," said the activist.

On initial interrogation the girl stated that since from the first day she was brought home, she has been doing domestic work. She was not allowed to go outside and talk to anybody. On receiving information from the people from Nehru Nagar, city coordinator Barnic Gangmei and his team headed by Chhaya Gurav and Margaret Kujur raided Banerjee's home at Nehru Nagar at around 4.30 pm.

"Banerjee allowed us to check the home and we found the girl in the kitchen. She was sitting on a table with her head down. We brought her out and she didn't even stop us. Her eyes appeared dull and she was underweight," said Gurav.

The condition in which the girl was sitting seems she was kept for either domestic help or to look after Pradeep's wife who is reportedly suffering from psychological problem, claimed Gurav.

Banerjee told police that the couple lost their only son in a road mishap two years ago and since then his wife is under trauma. "We wanted to adopt a child but since we are very old and could not fulfill the adoption criterion, we were not allowed. Later, one of our relative told us about the girl's father who was willing to give the girl in adoption," Banerjee said in his statement to the cops.

Banerjee explained that he took care of girl as his daughter and was looking for a Bengali school to continue her studies.

Childline activists said there is a Bengali school at Nehru Nagar but Banerjee had not taken her there or at any others. Police took the girl to Indira Gandhi Government Medical College and Hospital (IGGMCH) for age determination. Activists said she would be kept at an institution at Shradhanandpeth until Monday.

The culprit, Giribabu, who is a labourer from Lingareddypalli of Medak's Jagdevpur mandal, was detained by cops. Both the sisters belong to a poor family from Mulugu in Warangal district.

According to Miryalaguda town sub-inspector Shankar Goud, the wedding was performed in a local lodge at Pathagutta, 2 km from the Lakshmi Narasimha Swamy temple at Yadagirigutta, around 1 am.

"We were informed by locals about the marriage which was attended by nearly 20 members from each side," he told TOI. Goud said he was planning to invoke sections of the Child Marriages Act of 2006 against the accused.

The girls' mother Lakshmi, 60, who is a daily wager, said her eldest daughter Jyothi is mentally unstable. "So, I got my second daughter Maheswari married off to him as I thought he will take care of both of them," she said. Sources said the actual plan of both the families was to get Giribabu and Jyothi married.

Apr 26, 2012: Hush-up bid after rape by cop

, TNN | Apr 26, 2012, 02.54AM IST
NEW DELHI: A trial court has ordered the registration of an FIR following allegations made by a 35-year-old woman that a Delhi police constable raped her after which she was thrashed by cops.

This comes as a jolt to Delhi police, which had so far only registered a case of theft after the woman was allegedly mugged.

Additional chief metropolitan magistrate (ACMM) Sanjay Sharma directed the SHO, New Friends Colony (NFC) police station, to register an FIR for rape, outraging the modesty of a woman, voluntarily causing hurt, among various other sections of Indian Penal Code on the basis of the statement of the complainant.

"This court is of the opinion that on the basis of the allegations made by the complainant in her statement, a cognizable offence is made out," the court said while directing the deputy commissioner of police, southeast district, to get the matter investigated by "any other competent authority" except for the police officers of NFC police station.

Even as police claimed before the court that the woman was found "exhibiting abnormal behaviour", the judge noted that "the complainant is sane and fine" after examining her in the chamber.

It also noted that the woman was "under psychological trauma" and that she had lost faith in the police.

During the hearing, the woman told the court that two persons had snatched her purse on April 23, 2012, after which she called police. She alleged that instead of helping her, some police officertried to rape her, outrage her modesty and tried to take undue advantage of her.

She also alleged that a sub-inspector and several lady constables had at Sarai Kaley Khan assaulted her inflicting injuries on her left knee.

Police, however, claimed that the complainant was examined at a hospital and no injuries were reported in her medical report.

After recording her statement, the court said, "Her statement was recorded. I am satisfied that complainant has given a true account of the events and narrated the incident to the court. Further, the complainant has not taken meal since April 23, 2012 and is also a sugar patient.

"Therefore, she is suffering from weakness and dizziness."

The court directed the SHO of NFC police station to ensure that the complainant is safely taken back by cops to her residence and that a report in that matter be submitted to the court.

Earlier, police had claimed that the woman, a native of Haridwar, who had been mugged before allegedly being raped by a Delhi Police constable, was sent home after she refused to get a medical examination conducted. She was found wailing at the spot by locals, who then helped her approach an NGO, the cops had alleged.

The story, however, took a U-turn when the woman moved court.

Apr 26, 2012: Sarpanch son’s child marriage stopped in Pushkar

TNN | Apr 26, 2012, 05.05AM IST
AJMER: Khori village of Pushkar block remained tense on Wednesday as angry villagers protested against the police who swung into action and got a court stay order on the child marriage, involving the minor son of sarpanch Partap Singh.

According to police, sarpanch Partap Singh was organising the marriage of his minor son, and hundreds of members of his community gathered in the village to participate in the ceremony.

"There was a big function and marriage rituals were scheduled in the afternoon," said police.

After a tip-off, when they reached the spot, there was a protest from villagers. After verification, it was found that Ram Singh (16) was going to marry in a grand family function. The police filed an application in the court to stay the marriage and after getting the orders, they again went to the village and made the parents and relatives to sign on a legal bond for not conducting the marriage of the minors.

"We used force to bring the situation under control and took the signatures of the parents," said Dinesh Kumawat, SHO of Pushkar police station.

Even though it is a social crime, the child marriage in the sarpanch family revealed the involvement of public representatives.

"Political leaders are attending child marriage functions as they have to protect their vote banks," said an official. He added that they should come forward against this menace.

Meanwhile, in the last two days, police have swooped upon more than a dozen of families in the district and made them sign on a bond for not conducting marriages of their minor children.

"The marriage ceremonies will go on for two more days and we are keeping a close watch," said the official.

In another instance, Jawaja police also filed an application in the Beawar court demanding a stay on child marriages in Naikalan village. Judicial magistrate Vikram Singh directed the police to make the parents and grand parents of children to sign the bond for not conducting child marriages. Additional police force has also been deployed in the village to check the social crime.

Acting on a tip-off, police found that a couple of marriages were scheduled in Naikalan village where Hamendra Panwar (7), son of Santosh Panwar, was supposed to marry Priyanka alias Guddi (5), daughter of Bhanwar Singh of Katoliya village of Bhilwara district. In the other case, Pawan Kumar (13), son of Kishan Singh was going to marry Lalita (4), daughter of Chiman Lal of Kinal village.

Tahsildar Kannaya Lal and SHO Jawaj Panchi Ram went to the village and made the families to sign on the bond.

"We even took the signs of the grand parents and relatives that came to attend the marriages," said Ram. Similarly complaints of child marriages also came from Pisangan block and when police reached the spot parents had taken away their children.

Apr 25, 2012: 57% of boys, 53% of girls think wife beating is justified

, TNN | Apr 25, 2012, 09.38AM IST
NEW DELHI: It's a shocking revelation in this day and age. Not just Indian men, but even adolescents - in the 15-19 age group - feel that wife beating is justified.

Unicef's " Global Report Card on Adolescents 2012", says that 57% of adolescent boys in India think a husband is justified in hitting or beating his wife.

Over half of the Indian adolescent girls, or around 53% think that a husband is justified in beating his wife. In comparison, 41% women inBangladesh and 54% in Sri Lanka harbour a similar feeling . In Nepal, however, the prevalence of both men and women justifying domestic violence is inordinately high at 88% and 80%, respectively.

According to the report, societal attitudes that convey acceptance or justification of domestic violence are making girls and women more vulnerable to abuse. It says, "Available data for developing countries show that nearly 50% of girls and women aged 15-49 believe that wifebeating is justified... girls aged between 15 and 19 years hold the same views as women in the 45-49 age group."

The report explains that because of reporting bias, this may be an under-estimation of the actual size of the problem in several countries. Many factors contribute to the incidence of domestic violence . For instance, in many places, child marriage, gender-based power relations, women's low economic status and traditional practices or social norms perpetuate it.

Mission director for India's National Rural Health Mission Anuradha Gupta said spousal violence takes place both in developed and developing countries "though the degree would vary" . She said, "When girls are brought up with the message that a woman's status in a family is inferior, she starts to accept whatever behaviour is meted out by her husband or in-laws ." She added, "When a boy grows up seeing his father assault his mother, he starts to accept such a behavior and repeats it."

Ranjana Kumari, director of Centre for Social Research, said, "Most women think this is their fate. Education or economic prosperity alone can't improve the situation."

Times View

These findings on youth attitudes towards marital violence should not just be seen as shocking. They should also teach us the limitations of laws on domestic violence. Such laws may be important to help minimize violence against women. But they are clearly not enough, especially when the victim herself does not perceive any wrong in being beaten up. A strong legal framework to deal with domestic attacks must be backed up, therefore, by a sustained and intensive campaign to raise awareness on the issue among men and women. Steps to raise the levels of female education would play an important role.
