May 18, 2012: Crime against women on a rise in Kanpur

KANPUR: A woman was brutally attacked and paraded naked in Pali village under Narwal police station on Tuesday reportedly over an old feud with the family of Suresh whose daughter eloped with victim's son Dharmendra in August last year.
In yet another horrific incident, a class VIII student allegedly hanged herself to death on Tuesday as she was teased by a local youth on a regular basis. Both the incidents are the latest in the series of the growing number of offences against minors and women in the district.
Crimes relating to rape and molestation besides exploitation of minor girls, too have shot up drastically.
Very recently a police official of a deputy superintendent rank was arrested on charges of sexually exploiting a 16-year-old daughter of a flying instructor.
Angry over back to back cases, where gangs of bikers in the South area of the city, have been chasing women and girls and depriving them of their ornaments and other valuable belongings, members of Kanpur Dakshin Udyog Vyapar Mandal flooded DIG's office on Tuesday and demanded strict measures to check the menace.
SP Singh, professor, Christ Church college, said, "Degradation of moral values among youngsters is perhaps one of the major reasons responsible for the increase in such kind of crimes. Teenage girls and women are becoming easy prey for them. Strict measures by police and district administration might have curbed these crimes."
Also, crime against women can be checked only after creating social awareness about the issue among the masses, he added.
Expressing concern over the alarming increase in crime against women in the city, women's organisations blamed the concerned authorities for not taking preventive and harsh steps to instill a sense of security among women and girls.
Stating it to be an alarming situation, Neelam Chaturvedi, president, Mahila Manch, said, "The police were not taking serious steps to deal with such crimes, especially those against girls and women. The police have to be more vigilant in curbing crime against women and girls," she said.
Such types of crimes are not new to the city, Chaturvedi said and added that there was always an increase of crime against women and girls in cities with a good influx of migrant population. She said other than Mahila police station, a separate wing should be constituted to deal with crimes, especially offences against women. "Special teams should have to be constituted and adequate measures adopted after identifying crime prone areas across the city," she said.
Most of the sex related offences have its origin in the developing areas, she said. Like only recently, a six-year-old daughter of a labourer was kidnapped and sexually abused in Shyamnagar area of the city, she said.
She further said crimes against women were on the rise as the criminals were escaping from the punishment. "Most of the time, the victim themselves avoid going to police station and lodging complaints owing to social compulsions," she said.
DIG, Amitabh Yash, however, promised to take tough action against the culprits and perpetrators. "We have lodged an FIR against the accused in connection with the Pali village incident and are trying to corroborate the facts in the second incident, which took place in Kalyanpur, where a minor girl allegedly hanged herself to death after being harassed by a local youth," he said.
He also said that special teams will identify areas around the city particularly desolate stretches and areas and outlying colonies to prevent such type of crimes.
Moreover, he added that parents should also be more aware and keep a strict vigil on their wards.
