JAIPUR: While the thrust of the government is on sex determination to check dismal child sex ratio in the state, the frequent cases of dumping infant girls seem to have escaped the concern of the government and there no pro-active measures to curb the menace.
On Tuesday, the natives of P&T colony in Shastri Nagar area informed the police about an abandoned infant girl in a dustbin, but it was too late. "We took the girl to Kanwatia hospital and the doctors declared her brought dead. She was probably born on Monday and her body was dumped in the garbage bin in the night," an officer said. The girl seems to have been strangulated.
According to the police, the girl was probably born on Monday and her body was dumped in the garbage bin in the night.
The girl's post mortem was done at the Kanwatia hospital, police said, adding they were awaiting the report to find the actual cause of death of the girl. However , it seems she was strangulated as there were marks on her neck.
In most of the six cases in which infant girl children were found abandoned since 2009, the city police just did a formality of post mortem and the deceased was buried.
What actually stops the Jaipur police to treat such cases as murder, when asked, a senior police officer, on the condition of anonymity, said, "In most of these cases neither the locals of the area where the body is found nor the concerned nursing homes where the baby is born are willing to cooperate with us, which would give us some clues. Likewise, it is mandatory for nursing homes to register every birth but in many of the cases it is not complied with."
"I think the state government is showing its concern for the feticide but the police and medical department is not doing the required drill to check the female infanticide ," said Kavita Srivastava, general secretary, PUCL, Rajasthan.
"In some of the districts including Sikar where 12 infants were found dumped in wells, the police did a nice investigation However, in Jaipur it appears that the police are not serious towards checking the cases where unknown persons dump the infants (girls)," she added.
According to the UNICEF reports in Rajasthan there were 914 girls per 1,000 boys in 0-6 years category while for urban population there were 887 girls in 1000 boys. The figures of the 2011 census show a marginal improvement but not satisfactory as there are 932 girls per 1,000 boys in rural areas while there are 911 girls in urban population per 1,000 boys.
