LUCKNOW: A 16-year-old Class X student was doused with kerosene and set ablaze in her own house on Monday night in Hathras district by a married family man with kids. The man, identified as Arjun, was after the girl for almost a year and Monday's refusal at a marketplace brought out his incendiary side. The girl was rushed to a private hospital with 90% burns and was referred to Aligarh district hospital, where she is presently battling for life. Hathras was volatile on Tuesday as the local population was fuming at the failure of the police to arrest the accused.

The situation was worse in Aligarh due to its own shame. There was a complete roadblock on Tuesday afternoon to protest against the failure of the police to arrest a man who raped a 7-year-old on Monday night. Instead of initiating action against the accused the police resorted to lathicharge the protesting locals. The situation was brought under control by Aligarh police chief Piyush Mordia.

The police inaction in the two cases came just hours after the principal secretary (Home) RN Srivastava and UP Police chief AC Sharma announced their resolve to ensure that cases of crime against women would be handled promptly and sensitively in the New Year. The announcement was made while the two were addressing the media in Lucknow.

The Hathras incident took place in Lohra village under Sasni police station. Allegations are that Arjun was stalking the girl for a year and the 16-year-old daughter of a tea stall owner had told her father about it. The father spoke to the accused but he continued harassing the girl. About four months ago she stopped going to school.

On Monday evening she was walking home from a local market when Arjun intercepted her. He tried to grab her hand but she managed to run back home. A couple of hours later her family heard her cry for help and they rushed inside to see her wrapped in flames. The family doused the flames and rushed her to Baghla Hospital nearby.

The police failed to register a case till late on Tuesday afternoon despite being informed immediately by locals. The police advised the girl's family to take her to the better-equipped and just 25kms away Aligarh district hospital and did not bother to register a complaint. The girl told her parents that Arjun came into her room via the terrace.

The seven-year-old Aligarh girl was playing outside her house on Monday evening when she was kidnapped and raped. After she reached home in the night her family went to the police station and they were asked to come the next day. Allegations are that the policeman on duty told the victim's father that the entire strength of the police station was busy in maintaining law and order during New Year celebrations on Monday.

It was only after the locals gathered outside the police station in large numbers that cops escorted the victim to a hospital for medical examination. The girl could not be examined as the doctor on duty had left for a New Year bash. Residents blocked the road on Tuesday afternoon. They refused to lift the blockade demanding immediate arrest of the accused and action against the police officers responsible for the delay.
