The accused, Kamlesh Rana, first allegedly raped the girl and then strangled her with the dupatta when she stepped out of her house, according to complaint lodged by mother of the deceased, police said.
The police confirmed that the girl was strangulated to death, adding that a case under relevant sections was registered against the accused and efforts were on to arrest him.
In June, the attempted rape and murder of a teenager inside a police compound in Lakhimpur Kheri sparked massive outrage. That was the beginning of the spate of crime against women that followed, something that doesn't seem to stop.
